Personal Care
Care includes basic housekeeping, assistance with personal hygiene, laundry, and running errands such as delivering payments for utilities or picking up medicines and groceries. In-home staff may provide respite care while the primary caregiver is away at work or school if approved by the insurance or paid for privately.

Homemaker Care
Homemakers perform routine housekeeping tasks such as:
- Vacuuming
- Dusting
- Mopping floors
- Cleaning bathroom fixtures
- Cleaning kitchen appliances and fixtures
Services are scheduled in advance for specific day(s) and hour(s) of the week. Be sure to ask for VNA when the DHSS Caseworker asks which agency you prefer. Advanced Personal Care
Specially trained aides assist with special health maintenance procedures such as ostomy care, bowel programs, range of motion/exercise programs, transfers from bed to wheelchair using special equipment, etc. Advanced care is often needed by individuals with chronic illness or permanent disabilities, such as those with limited self-care ability due to paralysis. Advanced Personal Care services provide extra support for more specialized healthcare needs while allowing independence to be maintained.
EXAMPLE: Someone paralyzed from the waist down can do most things for himself once he is up in the wheelchair. He may need help with a daily bowel program, an exercise program, catheter care, bathing, and transferring from bed to wheelchair each morning and/or evening.

Respite Care
Occasionally, it is unwise or unsafe to leave someone home alone, even for short periods. Still, they prefer to remain at home with minimal assistance or supervision. In those cases, VNA will provide a Sitter to stay with the client during those periods when the regular caregiver must be away or is asleep. The Sitter will assist the client to the bathroom, place food that has been prepared within easy reach, and assist with minor difficulties for an otherwise independent or stable person.

RN Authorized Nurse Care
Routine, semi-skilled nursing services such as pre-filling medication reminder trays and insulin syringes, routine monthly nail care, skin assessment when limited mobility or chronic illness makes the individual susceptible to skin breakdown, venipunctures to obtain lab specimens for individuals who are physically unable to travel to the lab or doctor’s office to have the test run.
Payment Methods
Medicaid (Title XIX) and some Private Insurance pay for services for these clients of VNA Community Services.
Eligibility Requirements
Medicaid guidelines require a Level of Care assessment and prior authorization from DHSS before any In-home services can be reimbursed under the Medicaid benefit. Long-term care insurance may also require limitations in handling Activities of Daily Living (ADLs).

Consumer Directed Services
Consumer Directed Services (CDS) enables physically disabled individuals to continue to live independently within their homes rather than going to a nursing facility. CDS empowers the Consumer to remain in control of their lives by giving them the freedom to choose their caregiver. The caregiver may be a friend or family member other than a spouse. This freedom of choice gives individuals peace of mind that their care and assistance with activities of daily living are done by someone they know and trust.
Our primary goal has been to keep patients/clients independent in their homes. VNA has 45 years of experience working with clients and their families to help them remain as independent as possible. To foster the consumer’s optimal level of independence within their home environment and community, the VNA will provide advocacy, independent living skills training, peer counseling, information, and referral through our Consumer Directed Service program. Consumer Directed Services is a Medicaid-funded program.
Eligibility Requirements
- Be Medicaid eligible
- Meet the level of care requirement set by DHSS
- Be capable of living independently with personal care assistance services as determined by the state
- Be physically disabled
- Be at least 18 years of age
- Be able and willing to direct his/her care
